Teri A. Hourihan PhD
Hi Everyone! My name is Teri. I am a native of Glendale, Arizona and I love my state and country. My background is working in the behavioral health and medical fields since 2008. My life has been a tremendous journey of lots of twists and turns. I am a Christian and gave my life to Jesus in 2008 when I chose on May 21, 2008 to give up drugs and alcohol to begin a new lifestyle and new beginning. I continued in school and earned my Bachelors degree in 2010 from Arizona State University (ASU), Masters degree from Argosy University in 2014, and Doctorate degree, Ph.D., in Counselor Education and Supervision in 2018. I am mother to two sons and a longtime partner to my first love. I love my church, hanging with family, and recently my favorite hobby is creating social media content to speak out about the wrongs and rights I and other people experience; as well as on political areas and current events.
How I Arrived at Creating USA Advocate4All
In 2017, I founded Teri’s Health Services (THS). THS is an integrated health care organization servicing all people with medical, behavioral health, psychological, and psychiatric care. THS started with only myself in 2017 and at our peak we were at 250 employees. THS grew quickly through the COVID-19 pandemic as we continued to service in person throughout Arizona. We were throughout the state of Arizona servicing schools, assisted living facilities, hospitals, outpatient, in home, and virtually. Without warning, on 09/22/2023 THS and myself were placed on the Arizona Medicaid suspension list for an allegation of fraud. My entire company was demolished within a short period of time with over 200 employee layoffs and fighting this case. I fought and continue to fight hard, and have since been completely cleared of fraud allegations. Mind you all, it took over 2 years to free myself from this grip (literally, 9/29/2025 officially formally cleared).
Despite being totally cleared of fraud, THS is still fighting to be reinstated to serve AHCCCS Medicaid again. I will be successful at this fight; but, none the less I have no idea timeframe or what this will look like. I just know that my mission and purpose is to serve the most vulnerable and all of Arizona..
At the time of suspension THS was contracted with all eight (8) medicaid plans in Arizona and 100% of private, VA, and Medicare health plans and serving over 10,000 patients. The state owes THS an estimated 2 Million dollars of which when they failed to reinstate THS it allowed them to keep the money (do not ask me why, it is absolutely ludicrous). This is happening to 100’s (if not 1000’s) of providers across Arizona. Money owed to legitimate good providers and then not paid to us. The last two years my company and myself continued to service AHCCCS members for free while waiting to clear our name and today since being cleared of all fraud allegations I now have to fight another battle of reinstatement, which requires expensive legal pursuits.
THS still operates today. By the grace of God, I continue to win these battles and I do so with the fight to help others too. So many people in the state of Arizona are being retaliated against and treated badly by the very people who are supposed to help us, government’s civil servants and agencies such as the Ombudsman Groups.
In response to years of fighting to free THS from the stronghold retaliatory nature of our systems, I decided on 08/02/2025 to create a social media page on the most popular social media applications: TikTok, X, Instagram, Facebook, and Youtube. I named my social media pages “USA Advocate4All” to reflect my desire to never turn away people who need help, as I felt I was. In my own battle I experienced great distress, community disdain, hate, and society outcast. So I wanted my name to reflect what I wanted for myself: an agency and/or person who was genuinely willing to help me. Before creating this page, I reached out privately to Arizona’s state officials, Governor Katie Hobbs, Attorney General Kris Mayes and the entire AG’s office, Arizona Ombudsman, Az AHCCCS Inspector General Vanessa Templeman and her entire Office of Inspector General (OIG) team, and I received either absolutely no response or a very cruel lure of hope to only being completely cut off. Therefore, my final approach to save my company and to begin speaking out against this wrong I know is happening to others I went to social media and the public. This has been the most successful approach. I absolutely love it and plan to never stop.
USA Advocate4All is not focused solely on Arizona but instead the entire USA. I want to help anyone who needs it; helping fight battles peacefully to ensure fair treatment across every state.
So many people are suffering today due governmental systems and agencies, which include our communities most vulnerable people. I do not hate the government, I appreciate and support the government as I believe that when people fight for integrity, honesty, and rightful actions in leaders the people in government that are doing solid and honest work are also helped.
My initial fight is to change the Arizona Medicaid System (AHCCCS) by campaigning against leaders such as our governor Katie Hobbs, Attorney General Kris Mayes, Inspector General Vanessa Templeman, and other leaders in AHCCCS and the Office of Inspector General (OIG) to remove them from office and/or push for the resignations and terminations. In my opinion these leaders are bad for Arizona and need to be replaced so we can begin to fix the problems at the forefront of our state. All systems, agencies, governmental people, and persons that hurt people and abuse their power I am interested to campaign against and lobby for change towards needs.
My Mission As Governor
In October, 2025 after advocating and hearing so many stories of pain and suffering like mine I decided, with much support, to run for Governor of Arizona 2026 election. I chose this path because I do not trust that our current options are going to serve in the systems and ways we need (in my opinion) to serve and change. There are a lot of people hurting in Arizona that is due to bad leadership and bad governance. I chose to run in the Republican party as I align best with this political party, despite being part of the democratic party last election. I take seriously the role of running for office and I will keep Arizonans at the forefront of the race and the outcome.
